Sorry, but if this is really the situation, this part of the italian law 
seems silly to me. How can a government make a law that requires a 
specific feature of a software, that the government can not guarantee to 
be stable forever? And why is it not allowed to check the outline with a 
different tool?


Oliver: Maybe the issue with http://www.comune.roma.it/ is a BOM thing?
