This link is good today. (It is the latest.)



However, for future use it is best to bookmark and use  
http://www.w3.org/WAI/GL/WCAG20/ 

That will always get you the latest Guidelines Doc 
and the latest other docs will link off of that.

For Understanding WCAG 2.0 doc - click on any "how to meet" link in the
guidelines.
