Re: FW: Baseline Doc revised

The W3C QAWG (now the QAIG) published last year a document titled 
"Variability in Specifications" [1], which
"analyzes how design decisions of a specification's conformance model may 
affect its
implementability and the interoperability of its implementations."

This document may be a resource in current discussions of the revised 
baseline document (particularly in its
relation to the developing WCAG2.0 specification).
