Updated Guidelines Draft

Hello,

I've just published an updated editor's draft of the guidelines. It 
includes the resolutions from the 30 March 2006 teleconference (wording 
change to text of guideline 4.1 and revisions to definitions of 
programmatically determined and programmatically set).
