    Wrong. I hate to be so blunt but it is completely inappropriate to cast
    this as such a narrow issue.

You are trying to move a bug-responsability of an AT producer to content developers.
Please don't give to developers responsability of third part.
If a web developer develop flash accessible content and put flash object in an html page, is responsability of AT and plugin developers to guarantee accessibility of this object.
