Partial Regrets, and vote for 4.1

I'm sorry but I must go, about the purposed 4.1 I'm not agree, it's my
personal opinion (and also the opinion of IWA Member) that the
validity of code is a requirement for to guarantee the correct
operation of the user agent, also for SGML-based languages.
