Test 186 - All label elements do not contain input elements.

Test 186 is related to test 57 - All input elements, with type of "text", 
have an explicitly associated label.

In the discussion for test 57 [1] the group decided that it was OK to label 
input elements by enclosing the input element with a label element. Because 
of that decision test 186 is invalid.

I propose we reject test 186 without taking it to a poll.
