[Tech] Role and states and other stuff

Hi Folks
I have up on the UB  site a  first provisional draft for the taxonomies 
for Roles, and also the State and author settable properties.
These are important for espousing state and role and structure.

I was going to weight until I had more feedback from the PF group before 
sending this on to this group. However, as  this affects the techniques 
directly, I thought I should move this on to you faster.

(I have already had some important  requests for the next draft - such 
as use of  defaults for state within a given roles, and use of SKOS - 
but as I said, it is   worth looking at now anyway)

Becky, can you let me know any dependent techniques - so we can make 
sure we have compliance and consistency?

Also we may want to make a list of what else (if anything) we need this 
specification  to support for WCAG.
