[techs] test case review assignments

Hi - in the techniques telecon we decided to pick up the process of having people review test cases and provide suggestions. We will also add the feature that worked for guidelines of doing an online straw poll of the results of the review.

Attached is a preliminary assignment of test cases to review. People who have been active in Techniques work recently have their names included. There is another 100 or so to go, so I will probably send around a follow-up batch soon. If you want to explicitly volunteer, please reply to me.

It would be helpful if as many as possible can review the test cases assigned to them by next Tuesday.
