The following is a list of the success criteria that Mike, Michael,
John, and Gregg identified as being affected by a decision not to
specify a baseline in WCAG 2.0.  Note that all of Guideline 3.1 is
affected but no proosal has yet been made. The same is true for
Guidelines 4.1 and 4.2, and for a couple of success criteria under
Guideline 3.2.
