additional note on techniques doc - no use of word "required"

Here is another note to add to description of Techniques Doc in the
Organization of WCAG Docs doc.

o        

o       The word REQUIRED would not be used in the techniques document
anywhere.  (otherwise it starts to become normative).  Instead techniques
would refer to the Success Criteria and define techniques that were felt to
be 'sufficient' to meet the SC and thus would be 'Safe Harbor".
