draft proposal re: WCAG2.0 CSS Techniques (CSS2.1-WCAG2.0 mapping?)

Attached is html file giving proposed additions (modifications?) to WCAG2.0 
CSS
Techniques document [1] (expressed in terms of CSS2.1 - WCAG2.0 mapping, 
completing WCAG2.0-CSS2.1
mapping [2] I sent earlier, "in other direction").  Since the current table 
of contents of
[1] seems to "roughly" follow the CSS2.1 table of contents, I thought it 
might be reasonable
to attempt to complete earlier mapping work, and to attempt to take into 
account in some fashion
all of CSS2.1 functionality.

NOTE: This document makes the following modifications to the previous work [2]:

-reversed "direction" of WCAG2.0 to CSS2.1 mapping sent earlier

-added links to all documents as requested

-attempted to track all the changes in the many WCAG2.0 WD and CSS Techniques
  documents since 2003

-attempted to note relevant comments made on WCAG GL list

-attempted to address relevant issues raised in WCAG TTF telecons

-noted that not some success criteria-technique mappings will be strong, and
others very weak, so added three levels - high, medium, and low, to reflect 
this perception?

-noted that CSS2.1 may be used in combination with (or to augment?) other 
technologies
  (like HTML) in some (mainly weaker) mappings?

-noted that some CSS2.1 functionality may have no applicability (mapping) 
to WCAG2.0?

-added reference to CSS2.1 Test Suite as "Resource" (NOTE: CSS2.1 Test 
Suite has been announced)

The attached file is a draft document (meant to stimulate discussion and 
thinking); comments
  and suggestions welcome.  Perhaps this document could be discussed at the 
Technical Plenary?
