I have posted a new draft version of the Requirements for WCAG 2.0 Checklists, Techniques, and Test Files [1]. The primary purpose of this is to add requirements for test files to the existing requirements document under which the Techniques group has been operating [2]. The requirements added so far came out of discussion between Chris Ridpath, Alistair Garrison, and me on 26 November 2004. This is purely a first draft so we can begin discussion.
