Alt Text Tests

We've been discussing Alt text recently and have made progress on the tests
required to confirm that Alt text conforms to the WCAG2. Thanks for all your
comments.

I've grouped all the tests related to Alt text in this list:

I've included 2 tests related to longdesc and d-link here too because they
are closely related. In total this makes 20 tests used to determine if Alt
text complies to the guidelines.

Note: I've changed the name of each test to its "testable statement" as
suggested earlier.

There are still a few tweaks to make on these tests but I think we're
getting closer to a solid list. I'd like to have the complete list ready for
next Wednesday's (Jan. 19) WCAG Techs meeting so we can include them all in
our straw poll.

Please post comments to the list and remember that when discussing a test,
it's always best to include the test number as the test name may be revised.
