I think there is an error in the techniques:

http://www.w3.org/TR/WCAG20-HTML-TECHS/#emoticon

Emoticon is shown like:

<span title="smiley in ASCII art">:-)</span>

but an emoticon is an abbreviation, so it must be:

<abbr title="smiley in ASCII art">:-)</abbr>

Also in the ATRC sample is used <abbr>:
