I suggest to reduce the amount of image tests, since at least the tests "IMG
element must have an ALT attribute", "Important images should not have empty
ALT text", "Decorative images should have empty ALT text", and "ALT text
can't be empty (null or all spaces) if image is used as an anchor" could and
IMHO should be merged into "Check if all but decorative images outside
anchors have an ALT attribute". Why needlessly complicated?

Next, I'm not sure if any ALT length restriction is useful at all, but I'll
have to explain that in detail, I fear.

A general remark -- the /test/ suite here and there only looks like
guidelines which in detail means that it simply introduces inexecutable
tests (how to assess "decorative" and "important", how to verify a "valid
address", differentiate "layout" and "data" tables and so on).

Further feedback will follow.
