A little over a month ago, Eric Meyer raised some interesting points related to this thread [1]. The entry includes questions and pointers and discussion about how headings should be used and how the HTML specification might be interpreted on the subject of using heading elements in order. 

The post also includes some examples that raise questions about whether there are cases where associating headings according to the relative importance of the section they introduce makes more semantic sense than making sure that heading levels are not skipped.
