This example demonstrates the use of the xml:lang attribute defining a

written in German. This snippet could be included by an XHTML 1.1

Following the XHTML 1.1 Spec.
(http://www.w3.org/TR/xhtml-modularization/abstract_modules.html#s_textm
odule) the "minimal content model" for "blockquote" element is: (PCDATA
| Heading | Block | List)

So the example require at least one <p> element before the text:
