[techs] Updated HTML techniques

A new internal draft of HTML techniques is available [1]. This draft
incorporates most of the discussion in the past few weeks in techniques
calls, though not list discussions that have taken place subsequently. We
will plan to discuss this draft at the 30 June teleconference.

Updated mappings to the guidelines based on our mapping review are also
available. As before, there is the guideline-centric view [2] and the
technique-centric view [3].
