I believe this is addressed in guideline 3.4 of the latest (internal) WCAG
2.0 draft. [1]

Correct me if I am wrong, but I seem to remember this being an important 
point in earlier drafts of WCAG2, but it seems to have been removed.  Is 
this correct, and if so, why?
