Perhaps one solution would be to replace C5 and C6 by the following statements: C5 The guidelines shall make clear, in the rationale accompanying each checkpoint, which needs will be met if the checkpoint is satisfied, and shall identify relevant disabilities and circumstances which can give rise to such needs. C6 seems redundant as we already have a consensus statement to the effect that conformance claims cannot be made on the basis of disability.
