It seems clear that guideline 12 would provide a suitable rubric under
which to introduce several of the considerations that Chuck Hitchcock has
mentioned. Furthermore, "orientation and navigation" is a category of
content which must appear, to a greater or lesser degree, in every web
site, irrespective of its nature or subject matter.
