gzip and guideline 13.9

Quote from guideline 13.9 in the 24 March proposed recommendation:
"Another way to create a collection is by building an archive
(e.g., with zip, gzip, stuffit, etc.) of the multiple pages."

Just a minor technical nitpick -- gzip is compression, not
archiving.
