The question of what proportion of content authors will be able to take
advantage of these techniques is irrelevant to the observation that a
server which is configured to generate correct HTTP headers (especially in
identifying the language and character set of the document) is of benefit
to accessibility. HTTP headers should therefore be mentioned in the
guidelines.
