Accessible UI Components List Action Proposal

Hi EO,

thanks for your comments on the Accessible UI Components List. In the 
[May 27th Meeting][01] the group voiced concerns about the approach of 
quality assurance.

Shadi started a proposal on identifying the challenges and provide an 
approach to tackle them. Shawn, I and the Chairs contributed to the 
proposal. It is now in a state for you all to have a look at.
