Minutes are linked from <http://www.w3.org/WAI/EO/Minutes.html>
"Draft minutes are available at the end of the teleconference at the URI: http://www.w3.org/YYYY/MM/DD-eo-minutes where YYYY is the year, MM is the month, and DD the date."
It is the date UTC, so for the ATAG meeting minutes, it's the next day for US folks -- i.e. meeting Wed 13 evening US is http://www.w3.org/2013/11/14-eo-minutes

Back in Sept 2012 we added: "Currently, ATAG 2.0 is a mature draft and we expect that it will not change significantly. We recommend that you use the ATAG 2.0 draft in most cases, understanding that it might change." The Sept 2013 update replaced "What is in ATAG 1.0" with "What is in ATAG 2.0".

What other focus move is needed?

a brief note is at <http://www.w3.org/WAI/EO/wiki/ATAG_review#ATAG_Overview>

per above, I don't understand what is needed.

ditto
