Update -- EOWG: work on Evaluation resources

Hi all,

In response to today's conference, I've updated the WCAG-EM review wiki page at <http://www.w3.org/WAI/EO/wiki/WCAG-EM_review>

The review questions are now headings.
The comments are now HTML lists with style to improve readability of the comments themselves.

(Vicki & Wayne -- feel free to move your comments to another section or edit them per below.)

To further improve readability, you could put a couple word summary for each comment like I've done in the Readability & Usability section. <http://www.w3.org/WAI/EO/wiki/WCAG-EM_review#Readability_.26_Usability>

Also, where useful, you could link to the text you're commenting on, like I've done for the first few under the Other section. <http://www.w3.org/WAI/EO/wiki/WCAG-EM_review#Other>

If you want to add to someone else's comment, you could within the same list item by putting <br /> -- like <http://www.w3.org/WAI/EO/wiki/WCAG-EM_review#reply>
