I've been looking at the proposal of March 3rd [1]. For point 4.1
("Maximize compatibility with..."), and looking at previous versions,
I think maybe changing "Maximize compatibility with" to "Design for"
is much shorter and (I think) is easier to understand. This would
leave room for a more detailed definition of user tools, like "Design
for all browsers and assistive technologies" (51 characters).
