For pages like FAQs where there is a high likelihood that readers will want to jump to a certain section, we have used a more prominent contents listing, rather than the Page Contents box, e.g.: http://www.w3.org/WAI/aria/faq Perhaps that would be appropriate for this page? ~Shawn
