The translations priority document reads well.  I only have one 
difficulty.  Without the techniques WCAG 2 is pretty hard to 
implement.

It is very clear that the Techniques are not stable, but will 
they ever be stable.  Isn't that the point.  They change with 
technology.

So, I think for now we should keep them where they are in the 
document for now, but we should probably move them to high 
priority as soon as possible.  We may also add language that says 
something like, "The Techniques are not stable enough for 
translation now, but as soon as they are stable enough the are a 
critical companion document for WCAG 2.0."

I really line all the changes, and it is easier to read...even in 
very large print.
