translation priorities

The document looks very good. I still would like to see the actual
Guidelines moved to the top of the list - but that's just me, I guess. If
W3C is to deliver on its promise to truly be internationalised in
scope/appearance I think that when the Standard (OK, REC!) is announced, it
should not be only in English. I believe Bro. Song indicated that a Korean
translation was either already, or soon would be available and it's about
time that we accepted that they are, in fact, further along the WWW ubiquity
path than the U.S.
