Problem with WCAG 2.0 "How to Meet" Pointing to Quick Ref

Earlier we talked about how in WCAG 2.0 the link "How to Meet X.X.X" goes to the quick reference instead of Understanding WCAG 2.0

If someone goes through the quick reference and selects they only want Level A, Level AA items, and saves the settings as a cookie, when they go to WCAG 2.0 and select a level AAA "how to meet link"  you're just taken to the top of the Quick Reference.  

You're not taken to the appropriate Success Criteria.  The quick reference still sees the cookies that says to hide the Level AAA items.

I'd assume this is a bug. Right?
