You are right that it is not as clear but it is implied (it is stressed at several places throughout the document that involving users with disabilities accompanies conformance evaluation).

Good catch, I've recorded this in the changelog (see below for more).

There is a planed EO deliverable to revise the entire suite and in the course of this update we should consider these suggestions to harmonize the terminology and better clarify the concept. Your suggestion has been recorded in the changelog of the suite for future reference:

The conformance evaluation document was published before the involving users one was completed hence this link to the requirements document. I've fixed this.
