Using Xliff format for translations

Suggest using Xliff format:
http://www.oasis-open.org/committees/tc_home.php?wg_abbrev=xliff

Basically an Oasis open standard for documents in parallel language 
versions. Developed by software vendors for documentation translation. 
Perhaps provide W3C documents in Xliff format. Maybe include it in 
future policy.
