We are stating the obvious, but here is a proposed rationale for B1.1.

The progression between B1 to B2 to B3 is 1) it must be possible 2) 
you must support it 3) you must integrate it.

"Rationale: For the purposes of this document, WCAG 2.0 defines the 
accessible Web content requirements. To support accessible content 
production, at minimum, it must be possible to produce content that 
complies to WCAG 2.0 using the authoring tool. "
