Re: an old action item of mine...I received a reply from WCAG-WG...

they won't be changing their section A.2.2 but it doesn't prevent us 
from putting things in a different way that we consider easier to 
understand.

Response from the Working Group

The handles (bold labels) for each success criterion are meant to be
unique, so that they can be a shorthand for referring to the success
criterion and a memory aid for remembering what it addressed. The
proposed reorganization reuses handles, since different conformance
levels include different requirements for the same media types.
