I've put up a new Editor's draft with a proposed reworking of the 
Introduction and Conclusion that may address Tim's comments:

The draft also includes some work I've done for my action items:

1. Worked on the "assistive technology" / "direct accessibility" / 
"mainstream technology" terminology grouping

2. Worked on the "authoring action" / "authoring outcome" / "authoring 
practice" terminology grouping
(this is the one I have an action to write an intro for, but hopefully 
the rewording has made things more clear)

3. Also what do people think of saying that a Web Content Technology has 
a Web Content Accessibility "Benchmark" Document it is:

"accessibility BENCHMARKED"?

this concept would then be worded so that it is is compatible with WCAG's:

a Web content Technology is "accessibility supported".
