Perhaps 2.1 could be a success criteria of 3.1?

These two success criteria appear to be the same:

A.2.1 Ensure that all functionality is operable via a keyboard or a 
keyboard interface. [Priority 1]

- Follow accessibility conventions for keyboard control.

AND

A.3.1 Observe the accessibility conventions of the platform. [Priority
2]

- Keyboard accessibility configuration conventions (e.g. default 
accelerator key bindings) for the current platform (specified in the 
conformance profile) must be followed.



Since the A.3.1 one is more specific maybe we should remove the A.2.1
one?
