Rationale: Authors who use assistive technologies (e.g. screen readers,
etc.) may not be able to use authoring tools that are not sufficiently
interoperable with their assistive technology.

in this point, I suggest to expand something about the correct use of 
accessibility API (or define "interoperabile with assistive technology" 
as the communication "machine-machine" using OS API)
