Action item: device-independent handlers

Here is my action item for technique 3.1.2(20), on using 
device-independent handlers:

(a) During applet development, the author can be prompted to include 
device-independent means of activation.

(b) The tool can prompt authors to use device-independent events (e.g., 
DOM 2 onactivate) instead of device-specific events (e.g., onclick), or 
route multiple events (onclick and onkeypress) through the same functions.
(c) The tool can prompt authors to add a DOM onfocus event to elements 
that are targeted with the onmouseover event.
(d) (Hmm. Should something be said about ondblclick?)

There is another technique that belongs in the document, though not here:
- The tool can prompt and assist the user to use JavaScript events in 
favor of links with the javascript: namespace.
