Action: More work on the success criteria (Tim B. and Jan R.)

I have attached a copy of the June 6 draft with proposed re-wording (by
Tim Boland and myself) of the success criteria.

Note that the new criteria is styled in green while the old criteria is
styled in red with a strikethrough.
