ACTION: technique icon totals

I had an action from the f2f to count the icons for each class of authoring
tool. Below are the totals for each tool as of the original classes of tools
(i.e., not the latest proposed classification) and the 8 March draft of ATAG
techniques.
Note: In the 8 March draft, there are techniques which do not specify tools.
These techniques are noted as "None specified" below.

Conversion Tools: 6
