3.1 Implement all accessible authoring practices that have been defined for
the markup languages supported by the tool. 
(Or words to that effect - it is from memory).

In general those things are in the specification, and I guess it is an action
on me to ensure that they stay there or get further included for SMIL (I am
the current WAI staff liaison...)
