Changes for the IG draft

I have edited the definitions and goals/priorities, and a few minor things
that Ian proposed. THe draft will be published later this afternoon or
evening, and I will send further comments and proposals then (including some
from Ian).

Currently proposals include:
remove 2.4.3
split 2.5.1 into 2 checkpoints
change wording for introduction and abstract
merge scope section into introduction
Replace guidelines/checkpoints/techniques document with copy of structure
definition from the other two guidelines
Some wording changes for Guideline rationale and checkpoints
Remove image editors from the scope
Remove definitions of alternative content, longdesc, d-link etc in guidelines
document
