ru participaton for l18n

Hello Richard, bunjour Coralie.

It's not clear enough for me if i want to participate also translation of
/International/ section of w3c where should i obtain php source?
I've discovered boilerplate files but i guess it's not quite right what i
should looking for starting translation. Am I missed smth?
