German Translation Announcement: "Localization vs. Internationalization"

Dear W3C, translators,


I'll soon start to translate "Localization vs. Internationalization" [1]
into German, as long as there are no objections against it. I also hope that
there are no reasons not to publish the translations on my site (as I
usually do with my translations).

Note: The translation of "Architecture of the World Wide Web" is still in
progress, but since it's a very heavy document, it still needs some time.
