A question on older specifications.

Hello everybody.

I am thinking of translating one of maybe the older, but still 
widely-recognized standards, namely HTML 4.01, into Polish. The 
question, however, is whether such older translations are still welcome 
into the W3C archives. If yes, I would also like to ask kindly for the 
help of one of the people who have already tried it, especially when it 
comes to coding the document into a proper HTML/XHTML/XML file - my 
translation skills are much better than my webpage design skills.and 
even after having translated the file I will be much more of a 
theoretician rather than a practising coder/designer.
