Started Romanian Translation

OK here's what I'm gonna translate by the end of the
month:

Buy standards compliant Web sites

So I basically save the XHTML, replace the text,
change the .en in thhe filename with .ro, add a line
like this

La version française de ce document est une traduction
du <a href...>document original en anglais</a>
réalisée par Fabrice Bonny, et relue par l'auteur.

Right? Then where do I send it?

Will I will be able to post the translations on my
site (the entire thing, including the W3C copyright at
the buttom)?
