Hello Alexandre,

http://www.w3.org/Consortium/Translation/ as well as
http://www.w3.org/Consortium/Legal/IPR-FAQ-20000620#translate
are quite clear that for translating a Recommendation, you
only have to notify us, you don't have to ask for permission
(which you get automatically as soon as you notify us).
