RE: Case sensitivity in markup

It will be easier to understand/explain/teach case sensitivity if full
sensitivity is required.  Sensitivity to sensitivity can be judged in
XML1.0 for reconsideration in future versions ... it would be difficult
to go "the other way" and later decide that the rules are sufficiently
complex (or conflicting) to require case sensitivity.
